Maureen Ogle and the page 69 test

In a day or two I'll run an item on the "page 69 test" as applied to Maureen Ogle's Ambitious Brew.

Meanwhile, Maureen writes at her blog about the test and how she applied it to some books other than her own:

By page 69, has the writer hit her stride and is spewing endorphins and creativity like crazy?

Is page 69 the point at which the novelist gathers all the plot threads and they begin rolling toward their inexorable conclusion?
